Medical certificate is important because it helps to confirm the reason of the worker's absence. It gives reasons for receiving support for temporary disability or maternity paid by Social Insurance Fund on Temporary Disability. An employee is entitled to get payment for the first five days of disability from the employer. Then he gets a help from the Social Insurance Fund. And money from that Fund came from the taxes, that everyone paid.
Medical certificate consists of three parts

The size of the payment is determined as a percentage from the average wage, depending on the duration of insurance experience of the employee (Art. 37 of the Law number 2240):
- 60% of the average wage - if the length is up to 5 years;
- 80% of the average wage - if the length is 5 to 8 years;
- 100% of the average wage - if the length is more than 8 years;
- 100% of the average salary regardless of the duration of insurance if the person is entitled to specific benefits .
Next year, the Ministry of Health plans to introduce a single electronic system eHealth, which, among other things, will be able to track the number and validity of the certificates. Deputy Pavel Kovtoniuk said that now the situation is complicated.
Every year 10-12 million sheets for temporary incapacity for work are issued in our country, at least 5-10% of them are unreasonably, and a third of the certificates are issued with irregularities.
It causes losses of the budget: 300-900 million UAH per year.

Medical certificate is a financial document. In small companies, or where employers trust their workers it is unusual to check certificates. Moreover unlikely to check them in universities, because students do not receive disability payments. It's just a matter of their presence on classes.
Igor (how he calls himself ), who sells fake medical certificates says us by the telephone, that in the end of term, before session, when students need to proof the reasons of their absenteeism, he can get up to 20 applications a day only from students.
They hope, that teachers will not check the origin of that сertificates. But sometimes they look suspicious and teachers spend a lot of time checking certificates.

Then we called to the hospital where this certificate "was signed". The receptionist told us that this certificate number was never registrered at this hospital and the doctor Solokha Anton Olehovych never worked there.
Why people pay or don't
The salary of the therapist is about 100-120 dollars. Of course, this can not be an excuse of corruption, but to be honest, the lack of money is the reason of the corruption.

Maryna bought a medical certificate in the Internet, on the same website that we, because she does not manage to come to the exam and the teacher does not make exceptions for those who works. Doctor looked at the card, took out an envelope, hide it in the table and that's all. The attitude changed immediately, doctor examined her well, questioned about symptoms and sent for X-rays. "If you do not want to pay or more likely - you can not, then what? Die in the queue? Not surprisingly, people do not go to the doctor till the pain become unbearable"

But it is a popular service sector, which all use - so the size of circulation of money is not lower than the smuggling or sale of drugs.
